A 33-0-0 fertilizer is a nitrogen fertilizer with 33% nitrogen, and no phosphorus or potassium. This type of fertilizer is often a blend of urea and ammonium sulfate and can also be sold as UAS or urea sulfate. It's useful for providing nitrogen, and in some cases, sulfur, to plants, especially turfgrass.
